Let's say that, of course you are free to purchase a gun, but first you must let your community know it. You must purchase a certificate of ownership that will require registration AND training and marking of the gun owner's residence. You see, gun ownership, even more than truck or automobile ownership, has meaningful, and even more deadly effects on the community, and the owner of one or more firearms should help maintenance of the peace of his community by acknowledging the presence of such a serious implement of community effect.

Also if gun sales are made without licensing/registration, the seller should be subject to arrest and serious fine.
Along with licensing and training of owners, sellers must be certified and regularly inventoried and evaluated.

This way all gun aficionados could keep their guns. Their neighbors would know who owned one or more guns, how many and what type (important details for when the militia is formed). This is information that is important to the community, to the neighbors, adults and children, who might be directly, devastatingly, affected by someone unqualified to own, display, or carry them. Our city streets and recreation areas are not shooting ranges... unless we permit them to be.
